Travelers flying through Newark are experiencing turbulence before they even make it in the air – but some airlines are offering concessions.

The Federal Aviation Administration is meeting with airlines Wednesday on ways to reduce over-scheduling and flight delays during peak hours at Newark Liberty International Airport.

Moving air traffic controllers means retraining them on the quirks of a new facility, and the process can take years.
