Officer Latasha Moore has been charged with 15 felony and misdemeanor counts, including tampering with records, telecommunications fraud, and assault.

A former East Cleveland police officer facing nine counts of felony charges in addition to misdemeanor counts, was arraigned in Cuyahoga County Court of Common Pleas Monday.

East Cleveland police have arrested the owner of a 50-unit apartment building that city officials say was so rundown it was no longer fit for anyone to live in. Residents at 1885 Taylor Road report they went months without heat and weeks without running water,

"There is no threat to public safety."
