The lawsuit accuses the Trump administration of violating the Constitution and exceeding its authority by ignoring Congress’s spending decisions.

Gov. Josh Shapiro sued President Donald Trump’s administration Monday, joining a lawsuit filed by 23 other states and the District of Columbia challenging the the decision to withhold more than $6 billion in education funding.

The U.S. Department of Education froze the funding without warning June 30, a day before it's typically sent to Pennsylvania and other states.
